How can one heater be more efficient than another? where is the energy lost?

With a car for example, chemical energy is converted into kinetic energy but some is lost in heat and friction. The car that looses the least energy to heat and friction is considered the most efficient (right?). But heater cant loose energy to heat or friction. So how can one heater be more efficient than another?
