How can i turn my photo collage on Microsoft word into a sert immovable background?

I tried to make a background using SEPERATE PHOTOS on WORD because my comp doesnt have publisher and now whenever i try to put stuff like writing on top ALL the pictures move and to RESIZE it i have to individually resize every picture and they never fit together except now so if i could make it so that they were ONE BIG PICTURE i could then shrink it down evently from its current size???
