Sure.
1. Boot up a Ubuntu Linux CD on your Windows PC.
2. Plug in the Mac-formatted drive.
3. It'll show up on the desktop as an icon. Double-click it.
4. Go to Places and find your Windows hard drive and select it. Afterwards, that will also appear as a desktop icon. Double-click that as well.
5. Copy the files from the HFS+-formatted external hard drive to the NTFS-formatted Windows drive. (You will have to copy and not cut and paste, as Linux can only read from and not write to HFS+, but it can read from and write to NTFS just fine.)
6. Reboot (you'll be prompted to remove the CD a tthe appropriate time).
