How can I tell if this guy is interested in me? Should I talk to him? How? 10 points?

There is a really cute guy who works at the library, and I always want to say something to him and I think he might want to talk to me too because I seem to suddenly see him in the lobby area sometimes when I am about to leave (like perhaps maybe he is hoping I would talk to him). But I don't know if that is really what the guy is thinking. The thing is in this state (Maryland) everyone is required to take driver education to be able to drive, and it costs $325 which I can't afford now, meaning I have to ride with my dad everywhere for the time being. I am 24 and my brother, who is 25 also always comes and hangs around me, so then even if a guy did want to talk to me he might not talk to me when he sees my brother with me. I try to get away from my brother, but I can't shake him. As usual he is sitting right next to me at a computer right now, and follows me around even when I tell him not to (perhaps it's becaus he has autism).
So anyhow, my question is, is there a way I can tell if the guy working at the library is really interested in me so that I am not getting the wrong idea? It is hard to tell or say anything being in the library where there are a lot of people around and it is genuinely quiet so everyone can hear you to an extent. Is there an easy/comfortable way I could approach him and something I could say to keep the conversation neutral?

Note: I also have a letter I have written with my email and phone # and I keep thinking about giving it to the guy, but if I give it to him and he doesn't respond then I will always still come to the library and see him here and it will probably be awkward. Plus the last time I gave a guy a letter he sort of just gave me a strange look and handed the letter back without seeming to read it.
