How can I teach my dog to ring a bell when she wants to go outside?

I have been trying a lot of different ways for a while now, but I think that she might be scared of it or is just stupid...I know that dogs are smart but she just doesn't seem to get it.
 
Do you use a clicker for training?
because they help allot and if you don't then start using them,
what you do is just click treat click treat and repeat this for about 10-20 times.

I am not sure if this will help you or not but most people use this way:

gently touch the dog's nose (while you say your cue) with the bells and click treat him. Again repeat this 10-20 times and later, just try letting him do the touching on his own then click treat him well. if he does not move an inch trying to touch the bell, then move back a step and be patient.

Now if he does move and try to touch the bell on his own when you say your cue then keep doing (you holding the bells still) this until he becomes really good at the trick. Later hang the bell on your door nob and do the same thing: "cue" click treat (repeat)
Then later, "cue" click treat then open the door (repeat)(not going outside, just open door)

Soon he will be really familiar to this trick/cue and now what you do is
every time you bring him out for a walk tell him to touch the bells then walk out with him. Do this every time you go for a walk.

Remember,
this trick may be easy or just plain too hard to teach for some dogs but with your Patience, you and your dog will have a great time bonding, and who knows, maybe this will even be a success!
 
If your dog likes food or a toy alot, put that near the bells, and the dog will ring it by mistake. After the dog rings the bell, praise him/her and let them outside. Repeat this for a few days. Eventully, you can ween them off off the toy or treats, so they don't ring the bell when they want a treat. (and if your dog is anything like my dog, they'll ring it all of the time :)

once the dog associates ringing with treats; * ring * treat, outside; until she associates the ring with going outside and a treat, then show her how to ring the bell for a treat and going outside.
