how can i switch carriers on my iphone 3gs?

i recently got a iphone 3gs from the US..but i live in mexico and need the phone to be on telcel instead of at&t..the problem is that i dont have a sim card for this phone so i cant go on cydia to unlock it..i cant do anything on the phone..it just stays on the "no sim" screen..im assuming its running on 4.0 or up (4.1 or 4.2)..any help would be greatly appreciated
