How can I start up a chat with a guy I like?

There is this guy in my residence whose a year older than me, and he lives on the floor above me. I’m pretty sure he knows who I am. The first day I met him he tried to relax me with a hug because I was really stressed (long story), and we talked for a few moments one night at a dance, and we’ve shared eye contact (wow that sounds lame) a few times. But I get really shy around him.
Does anybody have ideas of how I can “run into” this guy? Or how I can start up a conversation?
