how can i start a small allotment in my garden?

i have a large garden,but a massive hedge on the one side,also a washin line right down the garden,i want to start a little alloment of sorts but i dont know where to start or how?do i just dig over the grass?or do i have to get fresh soil? ect ect,thanks for your help /ansswers
