How can I save my vegetable and herb garden through the winter?

I have a fairly large vegetable and herb garden in my backyard. I've been growing tomatoes, carrots, pea, potatoes, and herbs such as chives, thyme, barley, sage, rosemary, and others. It will be getting colder soon and I was wondering what I should do to save my plants over the winter, so they can grow back next summer?
 
The chives, thyme, and sage will take care of themselves over winter, and come back on their own.

The rosemary will only survive through the winter if you live where the winters are mild.

Tomatoes peas, and potatoes you'll harvest what's left before a hard freeze. Next year, you plant new plants.

The carrots you can dig after the freeze. Technically, you can leave them in the ground through the winter, and they'll start growing again next year - but they will taste much tougher. Harvest them now for a more tender, sweeter flavor. Sow more seeds next year.
 
The perennials should come back anyway. Any leftover onions, garlic, chives will resprout to be used next year. Some people put in a cover crop but I never bothered w/that. If you have munched up leaves, clippings etc spread them evenly over the ground and cover w/black plastic pinning the edges down w/ bricks and soil and leave till spring. The worms will do the work and you will not have any of the winter weeds to pull..
