How can I safely install a child safety seat in an older car (1994 Honda Civic)?

I have a 1994 Honda Civic DX.

I want to install a newer child safety seat, LATCH system compliant, which requires a top tether anchor. This seat ("Safeguard Go") has been great in our other car but you can't just use the lap belt, you have to attach the top tether somewhere as well.

Someone must make a kit of parts that allows you to retrofit an older car with a top tether that's LATCH compliant? But even though I'm relatively good at Googling, I can't seem to find one. I have seen implications that there were some kind of standard anchor point mounts in older cars that were ready to have anchors installed, but specific info to a 1994 Civic hasn't been easy to come by.

I did try calling the dealer but they want nearly $100 to do it.

Anyhow, any suggestions would be great.

Federal Motor vehicle Safety Standards 213 and 225 were enacted long after your car was built; thus, the structure to anchor the LATCH system simply isn't there. Anyone who tries to fabricate an aftermarket reinforcement is doing so at his own risk, with no testing to back up what they are doing. I would be wary of anyone who would do this for a mere $100.00, with no testing data to back up the method of installation.

The top tether is even more difficult, as all you have back there is the package shelf, with the speaker mounting sheet metal beneath it. There would be no structure in the seat back onto which a safe attachment could be made. There simply is no good way to retrofit a top tether mount.

If you are mounting this seat in a forward-facing application, the lap and upper torso restraint is the safest device with which your car is equipped.
