How Can I Reuse A Bicycle..?

I have a 6 year old cousin who has outgrown her bicycle and wants a bigger one for Christmas. Sadly her parents or me aren't in the financial position to buy a new one. Does anyone know how I can take a used bicycle and clean it up to make it presentable as a present?
 
I've seen people get bikes that were valued at hundreds of dollars for 25 bucks at garage sales. Some bike shops allow parents to trade in smaller bikes for the next size as their children grow. They don't give much credit for the bikes and that allows for some haggling. If you buy at a garage sale, and you see more than a little rust, don't buy. Flat tires are another sign of trouble, and will cost you $ to repair.
