how can i open my bar/lounge/tapas in NYC?

I want to start my own business. I want to open a bar where you can lounge and eat and drink. I want it to be cozy and perfect! But I just dont have the guide or the place to go and ask for the proper things to do, like licenses, permissions, prices, etc... many people are small business owners and i am pretty sure they know something i dont know. where to go? what to do? how to do it? Thanks!
