how can i make the size of my pictures smaller using photoshop?

when i put my original pictures on msn display picture spot, half of my head is not in there. i want to make the picture smaller so it fit there but i dont know how. can anyone help me in this? i rather use Photoshop to do this... thanks!
 
With your picture opened in Photoshop click on the Image button at the top, select image size and re-size your picture. Then click on file> save for web and change any settings there and click save, this is where you will choose where to save it on your computer.
