How can I make PC to mobile video calls?

I am looking for a software which will aloow me to make cheap PC to mobile phone video calls. I know it is possible to make free PC TO PC video calls but this is not what I am after. I am after something which will let me make video calls to mobile phones..,......
 
I think you need to specify what type of mobile phone you're using, because it'll depend on the video client on your phone.

I'm using an HTCS730 myself and haven't found an answer to the same question - yet.
