how can I make my arch/shape my eyebrows like Nina Dobrev?? (pic included)?

My mom won't let me use wax or have somebody use wax on me. All I have is an eyebrow shaver and a "plucker" (is that what you call it??) I tried to do it but it won't get the shape. I followed the steps from this girl on youtube by putting a pencil on the side of your nose and putting the top part of the pencil in front your pupil and where ever the tip points at, thats where the arch is. I can't get it thin like hers!! Any tips???
