How can I make a photo take up less memory without reducing the quality of the photo?

Is there a way I can make a photo take up less memory without reducing the quality? I'm running out of hard drive space...
My photos are pretty good quality and they take up 2-4 MB each. But I have seen photos with just as good as or better quality that only take up around 500 KB. How do I do this?
