My family is part Japanese, on my mother's side, however I know little about Japanese culture and want to know more. She is planning to move there along with my younger siblings, I will follow her in a couple of years to live/study there. I am also going to learn to speak Japanese and I am eager to immerse myself in Japanese culture but I'm not sure where to start. We will be going on holiday there next year. So can anyone suggest where I should start? And when is the best time to go over there and where should we go?

As "bro" said reading English translated manga (Japanese comics), watching anime / Japanese movies. You'd be surprised how much about Japanese society is hidden away in the content.
Also try to eat more of the cuisine, that way when you get over to japan, you'll already be accustomed to the food.
Do some research it helps to know what some of the customs are (for instance did you know Japanese don't say "I love you" unless they really mean it? instead they say "watashi daisuki da yo" lit. I really like you).

"Aside from visiting Japan," you can learn a lot about its culture and language from Japanese movies, anime, and music that are available on the internet.

I am Japanese and I learned a great deal about foreign cultures and languages on the net. If you are really interested in it, you will never be tired of making your best efforts. Because it is more fun than anything else. Enjoy your study!
