how can i heal a cut on my painted turtle?

i have six painted turtles, four full grown and two about the size of a half dollar. i know a lot about painted turtles because i have had them for 9+ years. i got a turtle last summer and it had it's head cut, it looked as if it was because of her shell when she pulls her head back. but since they have been out of hibernation this spring/summer, not only one large turtle has the cut on there head, but three of the four large turtles do. my other turtles had never had anything like this before. could it be a fungus? because it is a white looking scab, but when it gets scraped off from there shell, it just bleeds. there shells are not sharp or jagged, so you'd think that it would heal. but she had it when i got her, and it didn't heal in hibernation all of fall/winter. if it is a fungus, what can i do to treat and/or get rid of it? i hope there is someone out there to halp me! great thanks. =] peace and love.
