How can I get the laws changed so people can eat cats and dogs in restaurants?

How can I get the laws changed so people can eat a more variety of meats such as cats and dogs in restaurants. I think if people were given a choice many would enjoy cat or dog. Is there a way to get the laws changed and if you agree with dont be afraid to say so.
