How can i get rats out the hole in my garden?

I have a rat problem in my garden i have found all the holes i want to shoot them and i wont use poison or traps because of dogs and chickens. Everytime i put a light outside hole they wont come out the problem is that everywhere they eat has no light therefore i cant get to them and as soon as they see light they run off and there quick does anyone have any soultions and i need light and lure them.
