How can I get my engine runing again? (Honda CH-80 Scooter)?

I have a 2001 Honda CH-80 scooter that has been in my garage for two years. I replaced the battery and the lights will come on and the engine will rev, but I will not turn over to save my life.

I was reading some other answers and someone said squirt a little engine oil in the hole where the spark plug goes.

Then I read another answer that said squirt some gasolne in the same hole instead of oil, and to clean it out with a guitar string...

They can't both be right...I'm no mechanic, so any help you give would be very appreciated. Or if you have other ideas as to what I need to do to get back up and scootin'

Anyone readig this will take it to mean the engine runs. Even though you say the engine does not run.
Anyway ,,,,take a can of starter fluid and spray some in the carb and see if the engine will '''pop''. Then you know its a fuel supply problem. If you have opened the fuel valve that is usually below the gas tank and you know that its getting in the carb you either have a float the is stuck on closed or the jet is clogged.
Try tapping away on the carb to release the float and or take the carb off and clean it out.
