How can I get my crowntail beta fish to stop being so stressed out?

Alright, well I've had him for about a month, and half the time when I approach him, he puffs out his gills at me. I try to take good care of him, I change his water weekly but I want to know how to get him to like me more. Am I too loud or am I doing something to stress him out when I change the tank water? I love animals and mean no harm to them and I don't want my fish to feel threatened by me. It's not his environment in his container because he is by himself and his water is crystal clear. When I approach the glass, as I said he either puffs out at me, or he'll try to swim away.
 
well i think that you should keep a mini filter in your tank so you aren't suffocating your fish believe it or not your fish cannot breath with out oxygen so i suggest he is very low on oxygen and he is agitated because Therese very low oxygen supp lie. therefor i recommed getting a filter and also tetra salt will relax it theres what i think.
