How can i get my car window to roll down?

I live in North Dakota and I drive a 99 Buick century. When it gets below 0 the windows dont roll down. When its about 5 degrees all the windows except for the drivers roll down. What can I do, to get the window to roll down? Do I need to take it to a mechanic? How much would that cost?
