How can I get my bluetooth PC to be able to RECEIVE files from my phone?

So I recently got a new bluetooth dongle for my PC. It appears to work well: The PC will recognize my phone and my phone will recognize the PC. However, when I try to send a picture from my phone to my PC, I get the error message on my phone: "Image Transfer Not Supported", EVEN IF I have my PC set to "receive file". Is there something I can change on my PC to make "Image Transfer" supported? How can I get my phone to send the pic to my computer anyway?
 
Try make a new user on your computer. This strangely worked for me. It works on my new account but not on my old one. I hope that helps, good luck :)
