How can i get a car that has been sold out of my name through dmv?

I have an issue with dmv on a car purchased back in 2003 and sold a few months after but the car is still registered in my name to this date and i have recieved garnishments out of my taxes and paychecks for back reg. They say they have a release of liability on file from 2004 but continue to charge me becuase the purchaser never turned over the title. I believe the buyer might have took the car out of state that is the reason it was never reregistered in california. my question is how can i get this resolved if it has been moved out of state and out of my name..
 
Might have to take this to court and sue the dmv for your money back. Get that 2004 release of liability that they have on file for proof before hand.

Better yet, talk to a lawyer about this.
