How can I find out who tows my car?

My friend's car was towed away in Manchester because the tax disc on the car expired when he parked the car off the road.

He left the wallet, IDs and something essential in the car, but his car was towed away some polices (But he failed to find out who they are neither they have left information for who had towed the car way)

Having asked a few local police stations, none of them said they've got the car. I am trying to help him to identify who's got his car at the moment because he needs IDs etc. urgently.

If you come across this experience before pls help me. thanks
 
If he left his ID, THEY should really be the ones contacting HIM.
I suggest treating this as car theft and reporting it to the police until it turns up. If he hasn't been contacted, someone has taken his car illegally.
