How can I develop windows-like web applications in php without gtk?

My webserver doesn't have gtk, yet I still have tremendous interest in developing applications on the web,that look like they could be run off of a computer. I know gtk allows you to do this,but I don't have access to it. does anyone know of any other way to work around this?
