How can I create a paint-your-own dish set?

I would like to have custom painted plates, bowls, and mugs in my home but it costs over 400$ to go through a pottery place. Is there a way I can just do it on my own and still have dishes that last? What kind of paint and glaze should I use? Can I paint over white, already glazed plates?
