How can i convert an image into colours of my choice?

I want to take an image and change the colours into ones of my choice and does anyone know how i can break down the image into little squares say if i wanted it 80x80 it would pixelate that image into little squares 80 down and 80 across and every square only consists of one colour?

Sorry about the explaining im really bad but hopefully you know what i mean.
I have photoshop if anyone could explain how to do it in that.
