How can I convert a video to a .swf?

I have an .avi file that I'd like to convert to a SINGLE .swf file. I tried using Adobe Flash CS5 but that gives me multiple .swf files. I'm uploading this to deviantart by the way.
I'd rather not embed in the time-line because the quality usually isn't good and the audio can be off sync.
