HOW CAN I CHANGE THE CAPACITY OF MY MEMORY STICK?

i've got a 16gb usb memory stick that i use but i was formatting it and the process stopped. now when i go to properties of my memory stick it displays as 8.00MB capacity and i cant use it as everytime i try it says it has to be formatted before use but it wont format and i think this is because the capacity is showing 8.00MB instead of 15.7GB. anyone help??
