How can I add a kind of curtain/blind flash effect to my website?

Ok. What I'm trying to do is put a kind of effect on my website so that when the user first loads the page a black blind comes down until the page has finished.I would then like it to roll up into the top border and disappear until they load a new page.
Soo desperate haha
