How can any environmental issue be seriously discussed without discussing human

Good question. I suspect that the big problem is that making babies is beyond the ability of any government regulate. Even China has pretty much given up on the attempt. In the west we're doing a fairly good job of keeping the population down, but nobody else seems to see huge families as a problem. Nobody is comfortable with abortion and birth control tends to to be iffy in most of the muslim and hindu world. If the catholic church had its way, as it does in Mexico and south and central America, birth control would even be banned or at least severely restricted. On the bright, or the gloomy side depending on how you look at it, given the reality of climate change in the climate band between 40 degrees north and 40 degrees south where most of the planets people live and where agriculture supports entire populations, we're looking down the barrel of loaded cannon. Just a couple of bad harvests back to back and it's goodbye Charlie for a few billion people. Of course the 'deniers' say that nothing bad is going to happen....that's what they said about the Titanic! I remember a line from a movie I saw back in the 70's....."Soylent Green....is PEOPLE! It kind of makes 'ya feel warm all over!
