How big of an engine (in cc) would an enduro have to have to be an ok highway bike?

Im talking about a 4 stroke and i would also like to know if on a smaller cc engine (like a 200cc for example) could you change the sprocket sizes to increase the top speed of a bike from 68mph to like 80?
