how and when were military recruiting slogans adopted?

Like for Army its " Army Strong" , Navy " Accelerate your life" . air force " do something amazing?", how does the military adopt these slogans. Does the military do it, or do they have a private company do it, and develop it?

or does the military have a special marketing group for recruiting?

just curious.

also, back in WWII, was it military personnel or civilians who created the propaganda/recruiting posters?
