Instead of nuclear fission projectiles, why not build a giant space station with a huge nuclear fusion reactor directly in space, and then ion propulsion powered by it.
If we could accelerate the plasma like ions at the large hadron collider we would need less reaction mass, after they gain extreme amounts of kinetic energy we could blast them out of a rocket like thruster.
