Hot water tank drain?

I would like to drain the hot water tank in my old house (just bought). The tank doesn't appear to have a drain? There is a piece of white plastic pipe about 1 1/2" diameter sticking out about 8" up from the bottom that is threaded on the outside with a plastic nut on it screwed up tight against the tank.

Is that supposed to be the drain valve? Isn't 8" a little high off the bottom? It's a GSW tank.
 
sounds like you found it. The valve you describe is meant to have a hose attached to the visible threads. The height is usually due to either a heater or controls located toward the bottom.
