It's just a mock-up as of now, one of the many. S^3 is supposed to have some light UI/UX changes (Graphics will look different like what an icon looks like, as well as fewer clicks to get to a menu/place, etc...), while S^4 is supposed to be an overhaul with the introduction of Direct UI using Qt.
What do you mean "deeper level OS stuff?" Do you mean why all of the icons, menus, look different?
At least they changed it, unlike MS with WM6.5.x still having a horrible GUI when going deeper into the settings.
They are not making competitive "products" within themselves, but are taking time to do that to S^3, when they could be implementing that into Qt for S^4. So when the time comes to choosing a device, will you buy a S^3 device, or a S^4 device?
