Speaking as someone who lives somewhere /very/ windy (30mph wind with 50mph gusts are a GOOD day around here), he should be just fine. I've bought horses from other places, and they all do just fine. Now, the noise the wind makes when it hits a building just right, or a tarp flapping, or the wind kicking up a good dust cloud could scare him, and it wouldn't surprise me a bit if it did. But he'll get used to it, and he'll be just fine
If he's scared, he just needs to tough it out and not be a chicken
