She does this all the time. I will stand on the mounting block, put my foot in the stirrup, and she will either walk backwards or swing only her hind quarters around so that she faces me. How do I fix this? What is the cause of this behavior?

It could be that the horse can't see you from the original position--from my experience at least, it seems like horses feel a need to be able to see you and what you're doing (which is why I would never recommend standing directly behind a horse; they might try to kick you). Try to talk to her in a soothing tone of voice, to let her know that you're there and that you're not going to hurt her or harm her in any way. Horses are pretty smart about things like that, and are very responsive to tone of voice, as well as your emotions.

first make sure you're not pulling on the reins when you mount up. if she keeps doing this then talk to her in a soothing voice and if this doesn't work it may be that she is trying to test you and you will have to work with her and i would recommend putting a halter and lead on her under her bridle or just a halter and lead with no bridle and when ever she moves make her move her feet by lunging her in a couple circles and then do it again and every time she moves lunge her in a circle around you. this is to show her that she should only move her feet when you tell her to. Hope this helps!
