Honda Prelude 2001 keyless entry program?

so i broke my old keyless entry remote and i am trying to program a new one. i did the whole turn on lock turn off thing and my door locks cycle and then i turn off the car and remove the key but the remote doesn't work. my alarm is currently going off so idk if that has something to do with it
