Honda OBD2 to OBD1 conversion for Tuning.?

I was just looking at a HONDATA S300 kit for my honda. It includes an OBD1 ecu pinned to plug n play with OBD2 connector.

If I convert my ECU to OBD1 will my car still pass the New York State Safety and EMISSIONS test for OBD2 vehicles?

It'd be great if you are an actual honda OBD2 to OBD1 user and live in upstate NY.
don r, you fail. you don't need the OEM computer the car came with. but it is good if you do swap the ecu to have the VIN code that is stored in the ecu changed to mach your car so no one can accuse you of steeling

with a custom engine there is a reason you tune it.. so it doesn't run like crap you can't just plug a stock ecu back into the harness. It would throw codes

and NY is not SoCal. we don't have smog (some counties near NYC do require smog like tests but its not smog and I don't live there)

let me clarify I am a technician I have performed NYS inspections. no where does it specify you can't but I also know that some OBD1 ECUs do not have the communication capabilities that OBD2 ECUs have but some do. Chrysler Corp. has had OBD2 like systems since the early 80's

all in all if you don't have a set up like this in NY or have someone close to you with this kinda set-up don't say anything cause you don't know SH*T
