honda gx390 engine problem, help?

i have a older gx390 i just got, it starts up 2nd pull everytime, even cold. but when it runs it revs up and down, it revs so low it shuts off sometimes. i cleaned out the carburetor, but i dont know what else to do,
can you help please. thanks

oh yeah this motor is for a go cart project im working on
