hve industrial paint sprayer w/4hp honda engine and cannot get it to run smothly. after starting with choke it runs with choke off erratic with governor constantly surging up and down. no adjustments on this carb. any ideas appreciated. i have disassembled and blew out all passages in carb including the jet. no help
