Honda CR250 not starting?

Well I have been searching for a cheap dirt bike for awhile. I found one that looks decent however it does not run. It is a Honda cr250, the year was not listed, looks to be 94-97. Basically I am looking for something to learn on. The owner of the bike said he does not know whats wrong with it and cant get it started. His story seemed somewhat legitimate. He also told me that the bike had been stored outside for a few months (Im guessing in the rain) and when he went to start the bike it would not start. Here is a picture, let me know what you think. The guy is asking 500 obo. Again feel free to state your opinions because I am new to this and need some direction. What may be wrong with it ?
 
Was the bike running before the 2 mos outside? Could be internal engine problems Take a compression check..Last thought... Ignition system problems Put new ACCEL or at least stock wires on it. Drain gas tank and float bowls..Check ignition timing.
