honda civic 2007, brakes making noise and vibration only 16k miles?

is it normal to replace brakes on a honda civic (2007) after one year, only 16k miles. the dealer said I need new brakes. I have never had to change brakes that soon. we drive normal. the dealer wants 300$. if this is normal then I will never buy another honda.
