Honda Civic 1998 won't go past 5,500 RPM?

My car has a V-Tec ECU (p2p) and my check engine is on. I ran the code, and it said fuel air manufacture. I don't know whats wrong. Some people say that it's the AIC or IAC. i'm not sure which it is. also my headlight fuse keeps popping. The light is on the passenger side, and its fine on high beams, but whenever i used low beams, the fuse blows. Also, my engine is a D16Y7, but i have a V-Tec ECU. help pleasee
