Honda CBRf4i price too much?

I am in Pittsburgh and am looking to buy a 2001 Honda CBRF4i off someone for $4300. The bike has new tires, a two brothers exhaust, undertail kit, inspected, 20000 miles, but has a few minor scratches. The kelly blue book is 3900.

Is $4300 too much for the bike? He is also throwing in a helmet.
 
I don't know what the rules are in the US, but in the UK there is a rule that you NEVER buy / use a second-hand helmet - it may be damaged without visible signs.
 
That's way too much for that bike, it's 8 years old and has a decent amount of mileage on it. I don't put too much stock in blue book numbers, most everything you see is below blue book anyway and anything that isn't is priced too high. Value is something someonee will pay for a bike, not what a book says. YOu could get a newer CBR with less miles for less money.
 
I think it is too much, i was looking at 01's here in CO and they ran 3,500-3,750 with around 10,000 miles on em. I found my 05 GSXR 600 with 10,000 on it for $3,500 but i held out for the best deal possible.
