I bought a 1990 CBR 400, didnt really test the bike out before i bought it but i took it out this morning and its won't go above 9000 rpm (revs to 16000), i rang the guy i bought it from and he said that underneath the tank is a box thing that has a lot of clips on it and they all need to be tightened, i took off the tank and only 2 out of 6 were properly fastened and the other 4 need replacing,could this be the cause of the bike not going above 9000rpm?
