honda accord problem?

i gotta honda accord 99 ex , when i want to start it sometimes it tries to start but it doesnt it has power< . I replaced the battery and the ignition switch so it has power but it aint starting, sometimes it turned off on me on the road so i had to wait a while for it to start< any advice< maybe fuel filter<<<< plz reply thx
